Introduction to VAT in Mauritius
VAT Mauritius and the MRA Framework
VAT Mauritius runs under the VAT Act 1998 -- updated repeatedly since -- and it's administered by the Mauritius Revenue Authority (MRA). It's a genuine full-chain VAT: businesses charge VAT on sales, recover VAT on purchases, and remit the net to MRA. Standard rate is 15%. The Mauritian Rupee (MUR) is the currency for all VAT calculations and filings.
MRA is the single authority for VAT, income tax, customs, and social contributions. Everything runs through MRA's e-services portal at mra.mu -- registration, returns, payments, correspondence. One portal, one point of contact. If you've hit the MUR 6 million threshold and you're not already on MRA's system, you're behind.
VAT Rate in Mauritius - Standard Rate and Zero-Rated Supplies
VAT rate in Mauritius is 15% standard. That's the default for most goods and most services -- electronics, clothing, professional fees, restaurants, hotels, software, digital content. But Mauritius has a real zero-rated category and an exempt category, and the gap between them matters more than most businesses realise before their first audit.
Zero-rated: 0% VAT charged, input VAT fully recoverable. Exempt: no VAT charged, input VAT on related costs not recoverable. If you're in both camps -- part of your revenue taxable, part exempt -- you need a partial exemption calculation every period. Skip it and you'll either overclaim input VAT (penalty risk) or underclaim it (giving money to MRA you didn't owe).
Mauritius VAT Rate - How It Applies to Goods and Services
Mauritius VAT rate at 15% covers digital services supplied by foreign providers to Mauritius consumers: streaming, SaaS, cloud, digital downloads, online ads. It covers professional services -- legal, accounting, consultancy. Accommodation, restaurants, vehicles, construction, telecoms. The practical test before you invoice anything in Mauritius: is this supply in the zero-rated schedule or the exempt list? If not, it's 15%.
Mauritius doesn't have reduced rates. There's no 5% or 9% rate the way the EU has them. Three tiers only: 15% standard, 0% zero-rated, exempt. That simplicity helps with rate classification -- but the boundary between zero-rated and exempt still catches businesses out, especially in healthcare and education where some supplies are exempt and others aren't.
VAT in Mauritius has been updated in most Finance Acts since 1998 -- the zero-rated food schedule expanded, digital services were brought into scope for foreign providers, EFD requirements were added for large retailers. If your compliance knowledge comes from a guide published before 2021, double-check the current schedules against the live VAT Act on MRA's website before you rely on it.

Table 1 -- Mauritius VAT rate structure:
| Category |
Rate |
What It Covers |
Key Notes |
| Standard Rate |
15% |
Most goods and services: electronics, clothing, professional services, restaurant meals, accommodation, advertising, telecoms, software, digital content, vehicle sales and hire, construction |
Default rate. Not in the zero-rated or exempt schedule? It's 15%. Mauritius uses a positive list -- check whether your supply is listed, not whether it isn't |
| Zero-Rated |
0% |
Exports of goods; basic food items -- rice, flour, bread, fresh fish, fresh vegetables, edible oils, salt; medicines; medical devices; educational materials; agricultural inputs; international passenger transport |
Input VAT on zero-rated supplies is fully recoverable. That's what separates zero-rated from exempt. Exporters are usually in a permanent refund position |
| Exempt |
No VAT |
Financial services, insurance, residential property rental, healthcare, accredited tuition services, certain land transactions, postage stamps |
Input VAT on exempt supply costs is NOT recoverable. It's a permanent cost. Mixed businesses need a partial exemption calculation -- don't skip this step |
Basic food items are zero-rated -- not exempt. That distinction matters. If you manufacture or distribute rice, flour, fresh fish, or other zero-rated food products, your input VAT on production costs is fully recoverable even though you're charging 0% to customers. You'll be in a refund position with MRA most periods. Apply for refunds -- MRA won't chase you to claim what you're owed.
Financial services are exempt. That catches foreign fintech companies off guard every time. No VAT charged on your fees -- but the VAT on your Mauritius operating costs (office, tech, advisors) is also not recoverable. It's a permanent cost. Price your Mauritius financial services accordingly before you launch, not after.
VAT Calculator
The arithmetic is simple at one rate. To add VAT at 15%: multiply net price by 1.15. To extract VAT from a gross price: divide by 1.15 and subtract from gross. Zero-rated supplies: no multiplication needed, but you still issue a proper VAT invoice showing 0%.
Example. You supply IT consultancy to a Mauritius business at MUR 100,000 net. VAT at 15% = MUR 15,000. Invoice total: MUR 115,000. Your client (if VAT-registered) recovers MUR 15,000 as input tax. You remit MUR 15,000 to MRA -- net of whatever input VAT you've accumulated on your own costs during the period.
Import example. You import goods with CIF value MUR 200,000. VAT at 15% = MUR 30,000 due at customs. If you're VAT-registered, that MUR 30,000 is recoverable on your next return. Keep the customs import declaration -- it's your input tax document for the period. Don't lose it.
VAT Registration Threshold in Mauritius
The VAT registration Mauritius threshold is MUR 6 million annual taxable turnover. Hit that in any rolling 12-month period and registration is mandatory within 10 days of the month you crossed it. The threshold also determines your filing frequency -- above MUR 10 million means monthly returns, MUR 6 to 10 million means quarterly.
For Local Businesses
Mauritius-resident businesses register through MRA's e-services portal. No office visit needed. Provide your business registration certificate, director ID or passport, business address, description of taxable activities, and projected annual turnover. Below MUR 6 million, voluntary registration is available -- worth it if input VAT on your purchases creates a regular refund position.
Mauritius's VAT registration rules extend to non-resident businesses making taxable supplies in Mauritius under the place of supply rules. If your foreign company's supplies are treated as made in Mauritius -- because the customer is in Mauritius, or the service is physically performed there -- the MUR 6 million threshold applies to those supplies.
For Remote Sellers
Selling physical goods into Mauritius from overseas? Customs VAT is collected at the border -- the importer of record pays it at clearance. That's usually your Mauritius buyer. But under DDP terms, it's you. Before you agree to DDP pricing for Mauritius shipments, calculate your landed cost: CIF value + customs duties + 15% VAT. Get the number wrong and you're absorbing it.
Mauritian VAT on imports is 15% for most goods, applied to CIF value plus any customs duty. Zero-rated import categories exist -- check the current schedule if you're importing food, medicines, or agricultural inputs before you finalise your pricing for the Mauritius market.
For Remote Digital Services
Foreign digital service providers must register for Mauritius VAT once annual revenue from Mauritius consumers hits MUR 6 million. Streaming, software subscriptions, e-books, apps, cloud services, digital advertising -- all in scope. Register through MRA's e-services portal. No Mauritius office, no local representative required for the registration itself. First return is due within 20 days of the first full quarter after registration.
Who Must Register for VAT in Mauritius
Who has to register:
- Mauritius-resident businesses once annual taxable turnover exceeds MUR 6 million -- mandatory, within 10 days of the month you cross it.
- Foreign businesses making taxable supplies in Mauritius under the place of supply rules -- MUR 6 million threshold applies to Mauritius-sourced taxable revenue.
- Foreign digital service providers supplying electronic services to Mauritius consumers -- same MUR 6 million threshold, simplified registration through MRA e-services portal.
- Businesses importing taxable goods -- VAT paid at customs is recoverable as input tax only if you're VAT-registered. Non-registered importers: it's a cost.
- Voluntary registration below MUR 6 million -- available for businesses with significant input VAT on purchases that want to recover it.
Mauritius's VAT-registered companies are verifiable through MRA's online portal. Before you accept a VAT invoice from a new Mauritius supplier, verify their registration status. An unregistered supplier can't legally charge you VAT -- and if they do, you can't recover it.

VAT Number Mauritius -- TAN Format and Verification
VAT number Mauritius is your TAN -- Tax Account Number -- assigned by MRA at registration. The TAN is your primary tax ID across VAT, income tax, and all MRA-administered obligations. Your invoices must show your TAN. Your VAT returns carry your TAN. Your MRA correspondence references your TAN. Verify any Mauritius supplier's TAN through MRA's online check before you accept a VAT invoice -- if the number doesn't match MRA's records, your input tax claim can be rejected.
Your TAN appears on your VAT registration certificate. Keep the certificate accessible -- auditors and business partners ask for it. Misquoting your TAN on an invoice causes your customer's input claim to fail on audit. That's a problem they'll bring back to you.
Mauritian VAT numbers -- TAN identifiers -- don't follow a country-prefix structure like EU VAT numbers. There's no MU123456789 format. It's a Mauritius-internal numeric identifier. Foreign businesses trading with Mauritius counterparts should verify TANs through MRA's portal directly rather than trying to validate by format pattern.
VAT Registration Procedure in Mauritius
VAT Registration Mauritius - Steps and Timeline
VAT registration Mauritius goes through MRA's e-services portal at mra.mu. Register online -- no office visit. Processing takes 5 to 10 working days from a complete submission. Here's the sequence:
- Log into MRA's e-services portal at mra.mu. New businesses register for a TAN first -- VAT registration is linked to your TAN, so you need the TAN before you can complete the VAT registration.
- Complete the VAT registration form: business registration certificate, director ID or passport, business address, description of taxable activities, projected annual turnover. Foreign businesses also need their home country certificate of incorporation and a description of Mauritius-sourced supplies.
- Submit online. MRA reviews within 3 to 5 working days and may ask for more documents. Reply fast -- every day you delay extends your processing time, and if you've crossed the MUR 6 million threshold, you're already non-compliant while you wait.
- Approval: MRA issues your VAT registration certificate and TAN through the portal. Download it. Display it at your registered business address. Start charging VAT from the effective date on the certificate.
- File from your first tax period. Monthly if you're above MUR 10 million, quarterly if you're between MUR 6 million and MUR 10 million. Both through MRA e-services. Returns and payment due simultaneously -- within 20 days of period end.
VAT Registration Online Mauritius - MRA e-Services Portal
VAT registration online Mauritius through MRA's portal is the only route for new registrants. The portal handles everything: initial registration, TAN assignment, return filing, payment, refund applications, and MRA communication. No office visit for any of this. Available 24/7 -- though MRA's review of applications happens during business hours, so submit during the week.
Practical issue: the portal can time out for foreign users on slower connections. Save your data locally before submitting. If your application fails mid-submission, the partial data may not be saved. MRA's helpdesk (+230 207 6000) can confirm whether a submission was received and assist with portal access issues.
Mauritius's online VAT registration system has been improved as MRA consolidated its e-services platform. Most MRA correspondence now comes through portal notifications rather than post. Keep your registered portal email active -- missed notifications mean missed compliance deadlines.
Tax Representative in Mauritius
No formal mandatory fiscal representative requirement in Mauritius. Foreign businesses can register through MRA's portal and manage their VAT obligations remotely. But MRA's audit response deadlines are short -- typically 21 days. Managing audit notices from overseas, across time zones, without local knowledge of MRA's processes and preferences, is a reliable way to miss deadlines and rack up avoidable penalties.
Mauritius's VAT system doesn't mandate a dedicated fiscal rep the way France or Poland do for foreign businesses. But it does expect timely, complete responses. If you're not established in Mauritius, appoint a local tax agent with MRA experience before you receive your first audit notice -- not after.
For foreign digital service providers, VAT registration online Mauritius through MRA's portal is the practical route for managing everything remotely. It works well for straightforward compliance. But once your Mauritius revenue grows to the point of audit risk -- typically well above the MUR 6 million threshold -- get a local agent in place while things are still simple.
VAT E-Invoices in Mauritius
Electronic Billing Requirements by Business Size
Mauritius has implemented Electronic Fiscal Device (EFD) requirements through MRA for certain business sectors. An EFD is a government-approved point-of-sale device that records every transaction, generates a fiscal receipt, and transmits daily summary data to MRA automatically. If your business is in a mandated sector and above the applicable threshold, you need one.
The EFD rollout phases:
- Large businesses and high-risk sectors -- hotels, restaurants, supermarkets, fuel stations, car dealers: earliest EFD requirement. Daily MRA data transmission. Non-compliance in these sectors triggers immediate MRA attention.
- Medium businesses above MUR 10 million in non-exempt sectors: progressively brought into EFD scope as MRA expanded the programme.
- Smaller businesses below MUR 6 million -- outside EFD scope unless specifically designated by sector order.
- Foreign digital service providers and businesses without a Mauritius physical presence: EFD requirements don't apply. Standard VAT-Act-compliant invoices apply instead.
EFD or standard invoicing -- your invoices must carry: your TAN, customer name and address (for B2B), a unique sequential invoice number, date, description of goods or services, taxable value, VAT rate, VAT amount, and total. Missing mandatory fields gets your customer's input tax claim rejected. That comes back to you.
VAT Returns in Mauritius
VAT Registered Companies Mauritius -- Filing and Compliance Obligations
VAT registered companies Mauritius file through MRA's e-services portal. The return shows output VAT on sales, input VAT on purchases and imports, and the net. Monthly filers (above MUR 10 million): return and payment due by the 20th of the next month. Quarterly filers (MUR 6 to 10 million): return and payment due within 20 days after quarter end. Return and payment due simultaneously -- you can't file without paying or pay without filing.

What you're actually submitting:
- VAT Return (standard): monthly or quarterly, through MRA e-services. Reports output VAT, input VAT, and your net liability or refund position.
- VAT Refund Application: when input VAT exceeds output VAT -- common for exporters and zero-rated suppliers -- submit a refund claim with supporting documentation. MRA processes within 6 months in principle; well-documented claims move faster.
- Adjustment Return: found an error in a prior return? File a corrected return or contact MRA for guidance. Voluntary corrections made before MRA identifies the issue significantly reduce penalty exposure.
VAT Mauritius returns don't require a mandatory audit file submission with each period. No JPK, no SAF-T equivalent. MRA's compliance checks run off the return data, EFD transmission records for mandated businesses, and document production requests during audits. If MRA selects you, you typically have 21 days to respond with records.
Deductible VAT in Mauritius
Deductible VAT in Mauritius works the standard full-chain way. Pay VAT on your business purchases, claim it on your return, remit only the net to MRA. Three conditions for a valid input claim: your supplier must be VAT-registered, the purchase must relate to your taxable activities (not exempt), and you must hold a valid VAT invoice. All three. Miss one and the claim fails.
Import VAT is also recoverable -- if you're VAT-registered and the goods are for taxable business use. Your customs import declaration is the supporting document. Allocate it to the correct return period. MRA won't remind you to claim what you're owed, but they will query overclaims.
The VAT rate in Mauritius for most business inputs is 15%. If you're a fully taxable business paying 15% on professional services, equipment, software, and operating costs, all of it is recoverable on your return. The exception: inputs related to exempt supplies. Those aren't recoverable -- they're a cost. And input VAT on entertainment and private use has restrictions under the VAT Act.
Partial exemption: if your business has both taxable and exempt revenues, you apply a recovery percentage to your common overhead input VAT. Standard method: taxable turnover divided by total turnover. If 75% of your revenue is taxable and 25% is exempt, you recover 75% of common input VAT. Apply this consistently every period -- inconsistent application is one of the first things MRA auditors check.
VAT Record-Keeping Requirements in Mauritius
Seven years. That's Mauritius's VAT record retention requirement under the Tax Administration Act. From the date of the transaction or return, whichever is later. Digital records are fine. Cloud storage is fine -- as long as MRA can access the data within the response window of an audit notice, typically 21 days.
What MRA expects you to produce: all VAT invoices issued and received, customs import and export declarations, EFD data records for EFD-mandated businesses, bank statements showing VAT payments and refunds, MRA portal submission confirmations, credit and debit notes, and underlying contracts for significant supplies.
Mauritius's VAT rate history -- the changes to zero-rated and exempt schedules across Finance Acts -- is relevant for record-keeping. If MRA audits a period from 4 years ago and the classification of a supply has changed since then, you need to show which schedule applied at the time. Keep the relevant legislation as it stood during each period you're retaining records for.
EFD businesses: your device transmits daily data to MRA automatically. But that's MRA's independent check -- it doesn't replace your own obligation to maintain underlying invoices and transaction records. If there's a discrepancy between EFD data and your VAT return, you need to explain it. Without your own records, you can't.
VAT Penalties in Mauritius
VAT registered companies Mauritius that file late face an immediate penalty: 5% of unpaid VAT for the first month after the deadline, plus 1% per month thereafter, up to a maximum of 25% of the outstanding tax. Interest at 1% per month accrues separately on unpaid amounts. Both start the day after the deadline. No grace period. No warnings.
Failing to register when you should be -- operating above MUR 6 million without a VAT registration -- exposes you to a fine of up to MUR 200,000, retroactive VAT assessments for every unregistered supply going back to when you should have first registered, and interest on all unpaid VAT. MRA identifies unregistered businesses through banking data, customs records, and industry cross-referencing. Being abroad doesn't make you invisible.
Applying the wrong Mauritius VAT rate -- zero-rating a standard-rated supply, or treating a taxable supply as exempt -- is a misclassification MRA will assess on audit. You owe the additional VAT, plus interest and penalty. Deliberate misclassification is treated as fraud under the Tax Administration Act, with criminal prosecution available. The safest move: if you're unsure about a supply's classification, apply for a private ruling from MRA before you invoice at the wrong rate.
Claiming input tax without a valid VAT invoice -- no supplier TAN, missing mandatory fields, supplier not registered -- is a disallowed claim. MRA recovers the wrongly claimed amount, adds penalties, and in serious cases refers to the Director of Public Prosecutions. Build your input tax process around valid invoices from registered suppliers. Check the registration before you pay the invoice, not after.
How Lappa Can Help with VAT Compliance in Mauritius
Getting your VAT number Mauritius -- your TAN and VAT registration from MRA -- is the starting point. What follows is monthly or quarterly returns, input tax recovery calculations, partial exemption management if you have exempt revenues, EFD compliance for mandated sectors, and 7-year record retention. All of it requires attention to deadlines Mauritius doesn't extend and MRA doesn't remind you about.
Lappa handles Mauritius VAT end-to-end: MRA registration (TAN and VAT), rate classification across standard, zero-rated, and exempt categories, monthly and quarterly return preparation and filing, input tax recovery and partial exemption calculations, EFD compliance guidance for relevant sectors, refund applications for exporters and zero-rated suppliers, and MRA audit response support.
Mauritius is also a significant international financial centre -- structures routing business through Mauritius entities for Africa and Asia operations are common. VAT compliance in that context involves place-of-supply analysis, reverse-charge obligations, and financial services exemption boundaries that require jurisdiction-specific expertise. Lappa's Mauritius team knows both the domestic VAT framework and the cross-border layer.
FAQ for VAT Goods Mauritius
Who Must Register for VAT in Mauritius
Mauritius-resident businesses above MUR 6 million annual taxable turnover: mandatory, within 10 days of the month you cross it. Foreign businesses making taxable supplies in Mauritius above MUR 6 million under the place of supply rules: mandatory. Foreign digital service providers above MUR 6 million in Mauritius consumer revenue: mandatory, simplified registration through MRA e-services portal. Voluntary registration is available below threshold.
What Is the VAT Number Format in Mauritius
The VAT number in Mauritius is the TAN -- Tax Account Number -- issued by MRA at registration. Numeric, Mauritius-internal, no country prefix. It goes on all VAT invoices, returns, and MRA correspondence. Verify any Mauritius supplier's TAN through MRA's online verification tool at mra.mu before accepting a VAT invoice. A supplier whose TAN doesn't match MRA's records can't support your input tax claim.
How Often Are VAT Returns Filed in Mauritius
Monthly for businesses above MUR 10 million annual taxable turnover -- return and payment due by the 20th of the following month. Quarterly for businesses between MUR 6 million and MUR 10 million -- return and payment due within 20 days of the quarter end. Both return and payment are due simultaneously. Miss the deadline by one day and the 5% late payment penalty starts -- plus 1% per month interest.
Do Foreign Companies Need a Tax Representative in Mauritius
Not legally. No mandatory fiscal representative requirement in Mauritius. Foreign companies can register through MRA's e-services portal and manage everything online. But MRA's audit response windows are short -- 21 days -- and managing compliance from overseas without local knowledge consistently leads to missed deadlines. If your Mauritius revenue is growing, appoint a local tax agent before the first audit notice, not after.
