Current Status of Packaging EPR in Tanzania
As of 2026, Tanzania does not have a formal, mandatory packaging Extended Producer Responsibility (EPR) regime in national law. The existing legal framework, including the Environmental Management Act (Cap. 191) and related subsidiary regulations, contains broad references to producer responsibility and waste management principles, but does not establish a specific, enforceable EPR system for packaging waste with defined producer obligations, registration requirements, reporting thresholds, eco-fee payments, or recovery targets. Companies placing packaging on the Tanzanian market are therefore not currently subject to statutory packaging EPR compliance comparable to EU or other mature EPR systems. Although a statutory packaging EPR scheme has not been implemented, voluntary industry-led initiatives exist. For example, PETrecycle Company (PETpro) Tanzania Ltd. operates as a voluntary producer responsibility organisation focused on PET bottle collection and recycling. Participation in such initiatives is commercially driven and not mandated by law. There is currently no overarching regulatory mechanism requiring universal producer registration, reporting, or financing of packaging waste management.Future Perspectives on Packaging EPR in Tanzania
There is increasing policy and stakeholder interest in strengthening producer responsibility and waste management frameworks in Tanzania, reflecting broader regional and global trends toward circular economy approaches. Academic and policy analyses have highlighted the need for dedicated EPR legislation for packaging that would clearly define obligated producers, establish reporting and take-back mechanisms, set material-specific collection targets, and empower regulatory authorities to enforce compliance. Future developments may include the drafting of statutory EPR provisions for packaging, alignment with regional East African Community (EAC) sustainability initiatives, expansion of voluntary producer responsibility organisations to additional material streams, and pilot schemes designed to build regulatory capacity.
