France updates 2027 household packaging tariffs

The 2027 household packaging grids from the two main French eco-organisations, Citeo and Léko, are out, and PVC takes the hit. Weight-based rates for PVC rise by 18% under Citeo and by 39% under Léko. Léko's minimum contribution also goes up, from €95 to €110, which brings it in line with the €110 minimum Citeo already applies. PVC was already one of the penalised materials in French eco-modulation, since hard-to-recycle formats such as PVC and dark plastics can attract a surcharge on top of the base rate. The changes touch specific tariff components only, so a producer's total contribution will depend on its packaging mix and declaration method. Sellers shipping packaged goods to French consumers should rerun their 2027 estimates by material, and anyone choosing between Citeo and Léko should compare the full grids rather than a single headline rate. Italy's CONAI raises glass and wood packaging fees from 1 January 2027

CONAI, the Italian packaging consortium, is increasing the environmental contribution (CAC) for glass from €40 to €48 per tonne and for wood from €10 to €12 per tonne, effective 1 January 2027. For glass, the consortium points to weak revenue from recovered glass and falling demand, especially from the wine and beverage industries, which has widened the gap between collection and recycling costs and what the material earns on resale. The wood increase is meant to keep the finances of the Rilegno consortium on a sound footing and to support the collection and recycling system for wooden packaging. Anyone placing glass or wood packaging on the Italian market, from bottled drinks to pallets and crates, should update their CONAI cost forecasts for next year. Learn more about EPR in Italy

Germany sets new VerpackDG deadlines

Since 12 August 2026, Germany's new Packaging Law Implementation Act (VerpackDG) has applied alongside the EU's PPWR and replaced the old VerpackG, while LUCID, the packaging register run by the ZSVR, remains the central platform for registration and reporting. A few transition dates now matter. Producers must update their LUCID registration by 12 November 2026 where required, for instance brand names, packaging types or contact details. Foreign sellers without a German branch that sell directly to German end users must appoint an authorised representative. Existing system participation agreements can remain in force until 31 December 2026 at the latest, but they do not end on their own, so a contract under the new law is needed for 2027. EPR Registration in Spain: Why You Need a Spanish NIF First

A Spanish NIF (tax identification number) is required before any EPR registration in Spain, whether the products are packaging, electronics or batteries, and obtaining one takes around 3 to 4 months. Because the NIF sits at the very start of the process, it effectively sets the earliest date a business can complete EPR registration. The article explains what the NIF is, which documents need to be legalised, and how to plan the timeline so that it doesn't hold up market entry. Read more

E-invoicing news

Greece moves second-phase e-invoicing to 2 November

The Greek tax authority (AADE) and the Ministry of Finance announced on 30 September 2026 that the second phase of mandatory B2B e-invoicing, originally due on 1 October, now starts on 2 November 2026. It covers the remaining businesses, generally those with gross revenue of up to €1 million based on their 2023 tax return. In-scope businesses must begin issuing e-invoices through an approved provider or an AADE application (the free timologio and myDATAapp tools). A transition period runs until 31 January 2027, during which existing accounting or ERP systems can run alongside the approved channels, but only for businesses that meet the declaration and start-up conditions by 2 November. From 1 February 2027, in-scope invoices must go through approved channels exclusively. Businesses relying on an e-invoicing provider should check that their declaration of commencement carries the right effective date.

UAE sets 30 October deadline for e-invoicing providers

The first hard deadline in the UAE's e-invoicing rollout is close. Businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider (ASP) by 30 October 2026. The mandatory implementation date for this group remains 1 January 2027. The ASP deadline was originally set for 31 July and was extended by Ministerial Decision No. 66 of 2026, while the go-live date didn't change. The UAE system is built on a Peppol-based, structured XML format (PINT AE), which means PDFs and invoices sent only by email won't count as e-invoices. Smaller businesses follow later: they must appoint a provider by 31 March 2027 and go live on 1 July 2027.
