Netherlands: full textile EPR report due 1 August 2026

For the first time, Dutch textile producers and importers must submit a full performance report — not just sales volumes — by 1 August 2026. Under the Textile Extended Producer Responsibility (UPV) Decree, producers must report on their 2025 collection, reuse, and recycling volumes and demonstrate compliance with the binding targets that took effect in 2025: at least 50% of textiles placed on the Dutch market must be prepared for reuse or recycled, including a minimum 25% reuse rate (15% of which within the Netherlands) and at least 33% fibre-to-fibre recycling of the recycled share. These thresholds rise further to 75% by 2030 as part of the Netherlands’ broader ambition to build a fully circular textile economy by 2050.

The Human Environment and Transport Inspectorate (ILT) is actively contacting unregistered companies and tightening enforcement, so businesses placing clothing, household textiles, or footwear on the Dutch market — including foreign sellers without a local presence — should confirm their registration status and appoint a Dutch authorised representative if required. UK: PackUK sets 1 September 2026 deadline to resubmit 2025 packaging data

UK producers paying packaging Extended Producer Responsibility (pEPR) fees have a five-month correction window running from the original 1 April reporting deadline. Any errors in 2025 packaging data — volumes, material types, or obligated activity — must be resubmitted by 1 September 2026. Confirmed 2026/27 pEPR fees and the associated Notices of Liability are expected to follow later this year, so getting the underlying data right now directly affects how much businesses will be billed. EU battery labelling requirements take effect 18 August 2026

From 18 August 2026, batteries placed on the EU market must carry expanded labelling under the EU Battery Regulation (2023/1542): manufacturer identification, battery category, chemistry, weight, capacity, manufacturing date, and hazardous substances above set thresholds. Portable batteries must also show durability and lifespan information. The QR code requirement — linking to the full Digital Battery Passport for EV, LMT, and industrial batteries above 2 kWh — follows on 18 February 2027. Businesses selling batteries or battery-containing products into the EU should start reviewing packaging artwork and technical documentation now, since the labelling deadline arrives before the digital passport infrastructure is fully in place.

PPWR applies from 12 August 2026 — one month to go

The EU’s Packaging and Packaging Waste Regulation (PPWR) becomes directly applicable across all 27 member states on 12 August 2026, replacing the old Packaging and Packaging Waste Directive without any national transposition step. From this date, PFAS-restricted packaging materials, EPR registration in every EU country where a business sells packaged goods, and a signed Declaration of Conformity all become mandatory requirements.

Because PPWR applies as a regulation rather than a directive, businesses cannot rely on country-by-country implementation delays to buy extra time. Several national registries — including Italy, Poland, and Spain — are already facing registration delays, so companies that have not yet registered should do so as early as possible to avoid being caught in a queue right as the obligation becomes enforceable.

E-invoicing news

France’s e-invoicing mandate launches 1 September 2026

From 1 September 2026, all VAT-registered businesses operating in France must be able to receive electronic invoices through the public invoicing portal or an approved platform (formerly known as a PDP). Large companies and ETIs (mid-sized enterprises) face the fuller obligation from the same date: they must also issue B2B e-invoices in a structured format — UBL 2.1, CII, or Factur-X — and submit real-time e-reporting data for B2C and cross-border transactions to the French tax administration (DGFiP). Small and medium-sized enterprises are only required to start issuing e-invoices from 1 September 2027, though they will need receiving capability in place a full year earlier.

Businesses trading with French counterparties, even those not established in France, should confirm their invoicing systems and chosen approved platform can handle the new structured formats well before the September deadline, since a compliant receiving workflow is a hard requirement for every VAT-registered business from day one.

Spain makes Veri*factu mandatory for all remaining taxpayers from 1 July 2026

Spain’s Verifactu real-time invoice reporting system, which became compulsory for corporate taxpayers not covered by the SII (Immediate Supply of Information) regime from 1 January 2026, now extends to all other businesses from 1 July 2026. Under Verifactu, invoicing software must generate a secure, tamper-evident record of every invoice and transmit key data to the Spanish tax agency (AEAT) in near real time. Businesses still issuing invoices manually or through non-compliant software should confirm their systems meet the technical requirements without delay, as enforcement is now in effect for the full taxpayer base.

EU removes the €150 customs exemption from 1 July 2026

The long-standing duty-free threshold for low-value B2C imports into the EU has been removed. Every commercial parcel entering the EU now goes through standard customs processing, regardless of declared value. During a transitional period running until 30 June 2028, a flat rate of €3 applies per unique HS6 tariff line in a shipment — not per parcel — giving businesses a simplified, if temporary, way to estimate landed costs while full customs data reporting requirements are phased in.

For online sellers and marketplaces relying on the Import One-Stop Shop (IOSS) to manage EU VAT on low-value consignments, this reform adds a customs duty layer on top of existing IOSS VAT obligations. Businesses shipping into the EU should review product-level HS6 classifications now, since the flat-rate charge is calculated per tariff line rather than per package, meaning multi-item orders can accumulate several flat-rate charges in a single shipment.
