What is a PPWR Declaration of Conformity
A PPWR EU Declaration of Conformity (DoC) is the manufacturer’s formal statement that identifiable packaging meets the applicable requirements of the EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40. Under Article 39, it follows the prescribed Annex VIII structure and must be supported by the conformity assessment and technical documentation required by Article 38 and Annex VII. The declaration is not an EU-issued certificate: the manufacturer remains responsible for its content and for the packaging’s compliance.
The core PPWR framework applies from 12 August 2026, but individual sustainability, recyclability and labelling requirements have different start dates. The right declaration therefore depends on the packaging, the responsible manufacturer, the evidence available and the rules applicable at the relevant time.
Stop drafting declarations from disconnected spreadsheets
A declaration may be only a few pages, yet the proof behind it can sit across supplier emails, laboratory reports, packaging specifications and different legal entities. Lappa turns that fragmented process into a repeatable documentation workflow, so your team can prepare declarations without rebuilding the same compliance file for every product line or market.

From packaging data to a ready-to-sign PPWR declaration
Map packaging and roles
Create packaging records, group SKUs by CN code or category, and identify the responsible PPWR manufacturer.
Collect supplier evidence
Request material specifications, component weights and supporting technical data based on each supplier’s role.
Review conformity data
Link supplier declarations and test reports to each packaging record, and flag missing evidence.
Generate and sign the declaration
Prepare the Annex VIII EU Declaration of Conformity and organise Annex VII technical documentation in a ready-to-sign PDF. The manufacturer reviews and signs it.
What does the generator put into Annex VIII
Annex VIII sets out eight required parts of the EU Declaration of Conformity. Lappa follows this structure:
- Packaging identification: Unique ID of the packaging.
- Manufacturer and representative: Names and addresses, where applicable.
- Sole responsibility: Manufacturer’s responsibility for the declaration.
- Object of the declaration: Packaging description and traceable ID.
- Applicable EU legislation: Relevant harmonisation legislation and other EU acts.
- Standards and technical specifications: References used to demonstrate conformity.
- Notified body: Details and certificates, where applicable.
- Additional information: Place, date, signatory’s name, role and signature.

A declaration that can be backed up with evidence
Packaging identity, intended use and component-level material specifications
Supplier declarations, laboratory analyses and other relevant test evidence
Information on restricted substances, including heavy metals and PFAS where applicable
Design, dimensions, weight and other conformity assessment inputs
References to relevant standards, methods and supporting technical specifications
Document versions and information needed to review changes over time

Different supply-chain roles need different documents
Collect evidence relevant to Articles 5-12; prepare, review and sign the Annex VIII declaration.
Built for complex product portfolios and enterprise teams
When thousands of SKUs share packaging components, manual DoC drafting does not scale. Lappa lets teams work from a structured packaging data layer rather than copying supplier declarations between isolated files.
One structured packaging record helps enterprise teams identify shared types across SKUs, reuse component evidence where appropriate and trace relevant variants. CN codes, product categories and tags help coordinate supplier requests across brands, entities and product lines, with a consistent link to Lappa’s wider PPWR and EPR data workflows.

Designed for PPWR requirements that evolve after 2026
The regulation does not introduce every packaging requirement on one day. Different provisions and subsequent delegated or implementing acts will affect the information manufacturers need to maintain. Lappa’s regulatory templates and evaluation logic are designed to be updated as the applicable framework develops, reducing the need to rebuild the underlying data-collection process each time.

When |
What packaging teams should plan for |
|
2026 |
Core conformity documentation and the Article 5 restrictions applicable from 12 August 2026, including PFAS for food-contact packaging. |
|
2030 |
Further packaging design-for-recycling and other staged requirements, subject to their legal conditions and implementing details. |
|
2035 and beyond |
Recycled-at-scale assessment and further tightening under the staged PPWR framework. Review future changes against each packaging type. |
The same structured packaging data can also support related digital product-information projects where relevant. A Digital Product Passport under the ESPR is a separate legal framework and must not be assumed to be automatically required for every packaging type under PPWR.

Frequently asked questions about PPWR declarations
Article 15 requires the manufacturer to carry out the applicable conformity assessment and, where conformity has been demonstrated, draw up an EU Declaration of Conformity under Article 39. The general PPWR application date is 12 August 2026, while some substantive requirements have later start dates.
